1. Check Licensing and Credentials

The first and most important check: is the agency properly licensed? All immigration agencies in Singapore must hold a valid Employment Agency (EA) license issued by the Ministry of Manpower. Operating without a license is illegal.

  • Ask for their EA License number and verify it on the MOM website
  • Check if the license is current (not expired or suspended)
  • Ensure the consultants hold valid CEI (Certificate of Employment Intermediaries)
  • Look for additional credentials: law degrees, immigration certifications, ICA experience

2. Evaluate Their Track Record

A good agency should be transparent about their success rate and experience:

Approval rate

Ask for their overall approval rate. Be wary of agencies claiming 100% — no agency can guarantee approval for every case. A realistic rate is 85–95%.

Volume of applications

How many applications have they handled? Experience with hundreds or thousands of applications means they’ve seen and handled virtually every situation.

Nationality experience

If you’re from a specific country, ask how many applicants of your nationality they’ve handled. Country-specific documentation requirements are a major complexity.

Case complexity

Have they handled cases similar to yours? Rejections, appeals, S Pass applications, self-employed applicants — ask about their experience with your specific situation.

Guaranteeing 100% approval — no one can guarantee ICA’s decision
No EA license number visible on their website or marketing materials
Pressure to sign immediately or “special offers” with artificial urgency
Extremely low fees ($500–$800) that suggest minimal service
No clear process explanation — vague about what they actually do
Poor or fake online reviews (check Google, not just their website testimonials)
No physical office address (suggests they may not be properly established)
Requesting full payment upfront with no milestone-based payment option

5. Read Real Reviews

Online reviews are one of the best ways to assess an agency\u2019s real performance. Focus on:

  • Google reviews (harder to fake than website testimonials)
  • Volume of reviews (50+ reviews gives a more reliable picture than 5–10)
  • Detailed reviews that describe the actual experience, not just star ratings
  • Reviews from people with similar profiles to yours (same nationality, pass type)
  • How the agency responds to negative reviews (professional and solution-oriented?)

6. Questions to Ask Before Hiring

Before signing with any agency, ask these questions:

  1. What is your EA license number?
  2. What is your overall approval rate?
  3. How many applications have you handled from my nationality?
  4. Who specifically will handle my application? (Named consultant, not just “our team”)
  5. What exactly is included in your service? What is NOT included?
  6. How often will I receive updates on my application status?
  7. What is your refund policy if my application is rejected?
  8. Do you provide appeal support if needed?

Making Your Decision

The best agency for you is one that combines proven experience, transparent pricing, strong reviews, and genuine expertise with your specific situation. Don't choose based on price alone \u2014 the cheapest agency may cost you more in the long run if your application is rejected. Similarly, the most expensive isn't always the best. Look for value: what you get for what you pay.
