What salary do you really need to get Singapore PR? Practical benchmarks and salary expectations for 2025.

There Is No Official Minimum Salary

Let's be clear: ICA does not publish a minimum salary requirement for PR applications. Any holder of a valid Employment Pass, S Pass, or other eligible work pass can submit a PR application regardless of their salary level.

However, salary is one of the most significant factors ICA considers when assessing PR applications. It is a proxy for your economic contribution to Singapore. Higher earners generally have higher approval rates \u2014 this is well established in the immigration consultancy industry.

Practical Salary Benchmarks (2025)

Based on our experience with 3,500+ PR applications, here are the practical salary benchmarks:

$3,500 \u2013 $5,000Moderate. Approval possible with strong supporting factors (long tenure, in-demand industry, family ties).
$5,000 \u2013 $8,000Good. Solid salary range for most EP holders. Other factors still matter but salary is not a weakness.
$8,000 \u2013 $15,000Strong. High approval probability. Salary is a clear strength in your application.
$15,000+Very strong. Top-tier economic contributor. Highest approval rates in this bracket.

Salary Expectations by Pass Type

Employment Pass (EP)

EP holders are expected to earn competitive salaries. The EP qualifying salary is $5,600/month (as of 2025), so most EP holders meet the practical PR benchmark. Higher EP salaries ($8,000+) correlate strongly with approval.

S Pass

S Pass qualifying salary is $3,150/month. Many S Pass holders earn between $3,000–$4,500. While this is on the lower end for PR, S Pass holders in healthcare, engineering, and technical roles have competitive chances if other factors are strong.

Dependant’s Pass

If applying as a spouse of an EP/PR holder, your personal salary matters less. The primary sponsor’s (your spouse’s) income is the key financial factor. However, having your own income from employment strengthens the application.

What If My Salary Is Low?

If your salary is below the ideal benchmark, focus on strengthening other aspects of your application:

  • Show salary growth over time (increasing trajectory signals career progression)
  • Highlight in-demand skills and industry relevance to Singapore’s economy
  • Document community involvement, volunteering, and integration
  • Include spouse’s income if applicable (household income matters)
  • Wait for a promotion or salary increase before applying
  • Consider upskilling or obtaining industry certifications
